What is the bug:
Industrialcraft 2 construction foam will not show up on crafting recipes, is not craftable and, when spawned in, functions properly but can not be compressed into pellets. Attempted re-install but still uncraftable.

I seem to remember this being an issue in Monster as well. I think they not only changed how it worked, but it also became very buggy.
