Steel can mine both cobalt and ardite and can be obtained before the ability to break obsidian. four coal around an iron ingot = steel dust.

This was it. The harvester would not insert items straight into the itemducts, so now I have a chest as a buffer and it works great. Also putting the tesseract directly on the tank caused that to work. Maybe something is up with TE ducts?
