SOLVED: For whatever reason FTB_Launcher version 1.4.10 is getting caught by Smart Screen, preventing DL and even execution; I bypassed Smart Screen and everything is working now. Just strange because I've never had this issue before with *any* software...

May have figured this out, on Windows 8.1 looks like Smart Screen is now catching your .EXE and causing problems.
