Those are Blitz, not blizz. They poison/nausea you. Dire's 1.7 pack they are in taiga and cold biomes, Agrarian skies i was never able to spawn them so i assume they were only in the deep deep dark. unless you got into a cold biome with the platform i guess.

The quest for wither skeletons is a bit broken. It gives you a spawn egg that cannot be used. item id 383:81 which does not exist. I had to use the transmutation method to get them to come out. I am sure you could just give a safari net with a wither skeleton in it.
