Can't help with the lag, but as for the PStone : you need to have a Klein Star with some EMC in your inventory for the projectiles to have effect.

The problem with Optifine is that...even though it says it is...it's still not REALLY compatible with Forge. Most of the time it crashes. So I think that, unless it miraculously works, it's a no-no. As for Smart Moving, well, it's an interesting one, even though there could be some balance...
