Are those files in a zip folder?, if so make sure you extract them to a folder on your desktop or any preferable location.

Make sure that the jar file and what is listed in the batch file are the same.

I was wondering if anyone could point me to a guide or anything on how to create the server jar files for a potential private modpack or does it get created automatically if my pack is accepted?
