Title Cobblestone chunks generating on mountains

Details of the issue Modpack loads and creates a new world like usual but I'm noticing small chunks of cobblestone...
So trying to make some stairs out of nature clouds. I can see the cloud block slabs in NEI but when I attempt to use the handsaw, I'm unable to make them. Is there a different way I'm not seeing?
