My server stopped using PEX because of some serious lag issues. You can definitely use NoItem for that, just remember to negate the node where you restrict the items. Custom nodes are helpful. Try noitem, it can prevent the breakage of blocks. Tekkitcustomiser can also remove items for your inventory, so if you are worried about those players getting them, dont worry.

Are you sure you port forwarded to the right IP? It can change sometimes. Make sure the port is connected to your computer's IP, and people connect to your network's IP.
