Hey bud I think i found a likely problem to the lag. "If you go into "Server Properties" and disable "Snooper" it should fix the lag." according the OP in this thread http://www.minecraftforum.net/topic/1408905-bukkit-131-lag-on-all-servers/

I would like to tell you that the block lag is no more seems that it was my internet being slow. (tells bud) there is a slight block lag but only miniscule.
