    It doesn't appear to be. I chose the main suspects (the differentials) and created new worlds with each disabled - Extra Bees, PetroGen, Traincraft. None mattered. Tested without Rei's since you mentioned it, doesn't effect the performance either way.

    Technically, 4 quarries at full input will dig that fast. Of course most of that output wont be ore, but based on distribution percentages and tossing frame quarries into the equation you can calculate where that much speed might be beneficial.

    A concern about the pack. (confused)

    All of the wonderful packs that will be offered are official packs. You not only get to choose which one (or ones) float your boat, but adding/subtracting mods from them is easy. Hard to ask for much more, honestly.

    I plopped my trusty redstone energy cell down next to a 1.4.5 quarry to clock the rate. It caps out at 50MJ/t (burning 1000MJ/s). This mines exactly 5 blocks per second. It's a beautiful thing.
