When downloading MCPC+. You should replace the ftbserver.jar with the MCPC+ jar. (Rename it to ftbserver, ofcourse)

Have you tried Tick Threading, You should give that a go, it helped me a lot with my server. If that doesn't work for you then that is something to do with the world from what I can guess..?

Generally, you should ban the high-damage explosives, portalgun, mining laser and vajra. That should do you fine.

All I can say is get a better cooler with a larger heat sink and make sure that the fans that you get for said heat sink are pushing enough air needed to the processor. If this does not effect the temperature at all I would suggest making sure that your processor does not have a faulty heat sensor.
