I'm not sure to be fair, I was just suggesting keeping the port open presuming there would be an option to burried inside the menus. There's not a lot that springs to mind that could be the cause of the problem at the moment, I'll reply here if I do think of something that may be the cause of...
Do you have an IP address set in the server.properties, if so, have you set this to your local IP or public IP. (Don't post the IP)

You should be able to change the amount of ram used by directly editing the BAT file. You must use this to run the server if you wish to have a custom amount of RAM to allocate to the server.

Have you tried Tick Threading, You should give that a go, it helped me a lot with my server. If that doesn't work for you then that is something to do with the world from what I can guess..?
All I can say is get a better cooler with a larger heat sink and make sure that the fans that you get for said heat sink are pushing enough air needed to the processor. If this does not effect the temperature at all I would suggest making sure that your processor does not have a faulty heat sensor.
