A nether star in a mutator is supposed to be a guaranteed 100% but uranium multiplies the mutation chance by 10. So as long as you have at least a 1% mutation chance two uranium would be just as good. The Alveary section of SunnyDaze's guide is about the best I've seen at describing the mutator.

There's no special trick; enchantments are random and repair seems to be fairly rare. I've gotten both Repair I books and Repair II books with an XP turtle doing level 30 enchants on Mindcrack 8.1.1.

Forestry provides commands /giveprincess, /givedrone, and /givequeen which you can use to spawn the various bees in-game. So you can just do "/givequeen Playername Noble" 4 times and then repeat for the Ender ones. Note that capitalization is important for the bee species name.
