    Easiest way to start out?

I like this twist to the question as well. In addition to the above clarifications, what would you consider the most important factor(s) when it comes to defining "catching up"? The physical size and/or complexity of your base? The amount of raw resources you have collected? The...

    Liquid Tesseract

Well the connection thing is super important for steam because a boiler will only output a certain amount per connection regardless of what type of pipe is connected. But as far as I know Minecraft treats steam as a liquid just like any other. (Obviously steam is a gas IRL, but that's not the...

    Easiest way to start out?

The "when" question of Thaumcraft is completely up to you. It all depends on what style of game you want to play. You could play nothing but Thaumcraft quite comfortably if you wanted to. Or you could go with a tech-heavy approach and avoid magic altogether. Personally, I usually end up getting...

    Easiest way to start out?

^^^ This. And I would include MJ power generation in the list of good starter machines from thermal expansion. (Magmatic and steam engines.)

    Best mining method?

As far as the speed debate goes, you would need quite a few turtles to compete with a large, well-synchronized mining well frame ship. Admittedly, such a ship would probably use turtles to place the mining wells down; but it isn't turtles that are doing the actual digging. Also, the issue...

    Liquid Tesseract

The number of pumps isn't as important as the amount of power you supply to them. But, from experience, three pumps running on measly redstone engines will not be even close to maxing-out liquiduct throughput. Whatever the cap is, it's tied to the number of connections that the liquiduct has...

    Liquid Tesseract

^^^That exact same problem screwed me up for quite a while. Don't try to "pull" the lava out of the output tesseract. Also, if you really can't figure out what the problem is, you could always resort to an ender tank.

    Automating quest ram...

Shears in deployers would work great too - you'll just have to replace the shears eventually I believe. Meh. As for the usefulness of the system overall: Is it overkill? Yeah. Is that a reason not to do it? I don't understand the question...

How can I convert redstone energy cell to MFSU

As would I. Just trying to give a creative solution in case he's dead set on doing the conversion and isn't playing Ultimate. :p

How can I convert redstone energy cell to MFSU

This.^^^ Else, use the energy cell to power magma crucibles to create lava (feed them netherrack if you have a ton, or cobble from some igneous extruders) and use the lava to power IC2 geothermal generators. Not exactly efficient I don't think, but it works.

Seeking block/texture advice for flooring [aesthetics]

Ah, I totally forgot about the torches. Fortunately some of these other recent suggestions have been quite good IMO. Go team! :P

Seeking block/texture advice for flooring [aesthetics]

Aluminum blocks may fit your taste as well. You would still need a TON of it most likely, but it doesn't have much of a use yet anyway. ;) (Yes yes, glass viewers. But you can use iron there too, and either way you don't need very much of it in most cases.)

    Automating quest ram...

Ah. I should have known. I haven't used MFR for anything yet - I just remember seeing DW use turtles to farm every color of wool at some point.

    Automating quest ram...

Another option is to simply trap a bunch of sheep and 1x1 pens and automatically shear them with shearing turtles. You would need multiple of each color sheep if you really want it to be fast though. I'm not sure how quickly you want this system to run. :D

    Turtle.attack no such program

The generic attack command will work upwards as well. That's all I use with my turtles, and they get angry when I stand on them. :D

    Turtle.attack no such program

Also, one easy way to make sure that your program runs all the time (IF that's what you want) is to use "edit startup" to create the program. The startup program will run any time your turtle is rebooted, or the chunk it is in gets reloaded, etc.

    NEI Chunk Boundires/Borders

For me there was never any need to assign the chunk border functionality to F9. It was already set up. Have you tried it already to see if it works as-is? Keep in mind that you have to press F9 twice to see the full chunk border grid. Pressing it just once only shows the boundary intersections...

    No Idea Where To Start

Keep in mind, however, that re-enabling a mod while playing on a pre-existing world may introduce world-gen issues depending on the mod. For instance, any pre-existing terrain will not have any ores from the mod that was previously disabled. To get those, you would have to generate new terrain...

    Soul Shards & Anvil Combining

As frosty mentioned, they can under the right circumstances. I didn't realize that visibility to the sky was the key, I just knew that enclosing the area worked. I had previously tried it without any cover of any sort, and the endermen just took off in all directions as soon as they spawned. Not...

    Soul Shards & Anvil Combining

Well, if you just spawn the endermen at a sufficient height within an enclosed tower, they won't teleport anywhere and will simply fall to their deaths (preferably on a floor of transposers or something similar). I use a setup like this all the time and have yet to have a rogue enderman. Also...
