If I had to guess, it's because the advanced machines kind of remove the reason for OC upgrades and such. Probably prefers to fully upgrade the normal machines (which, really, are as good as upgraded advanced machines).

If you have an insane amount of materials, but no decent XP farm, don't do books. If you have good book access and an XP farm, books will let you customize items faster.

If you start shipping blocks, it might be easier to setup two filters on a battery block and nether-chest over full batteries from a charging bench. One filter for a full battery, one for an empty battery.

Do you have a chest next to it, or do you have pipes leading from/to it, and do you have a redstone signal applied to it? These are the three things I always check when a device doesn't work.
