You can disable it without anything else not working properly... Oo I don't see it harming anything lol. And it doesn't force you to, it says if you want a mining drill you need to make steel. It does not force you to make a mining drill, thats like saying IC forces you to build reactors

Steam Turbines aren't worth it imo You need 99 Steel for 1 Rotor and it breaks after about 41 Hours at 100%. Maybe once the industrial blast furnace is out and you have lots of steel lying around, but then I'd argue you can use the iron to make IC generators instead
