Depends on your point of view: Are they the most current? No - but are they the latest 1.4.7 mods? Mostly, yes. Most developers stop updating for a particular version of minecraft - after a new version comes out (like Buildcraft, or Computercraft)

Actually they've said many times 1.5.2 will be a private pack; and the next official FTB modpack will be 1.6 (but I wouldn't expect that for a while - depending on how Mojang handled the Mod API (if they even release it with 1.6)).

Every mod in 152ngt (no gregtech) and 152wgt (with gregtech) are identical other than DartCraft and GregTech. In other words, the recipe's would be identical if you removed gregtech (and dartcraft) from the equation. If you want to play a world with NGT's recipe's, play the NGT version (cuz...

With the mod API coming 'soon' - you can use outdated mods with the current version of the game. So once it's converted to 1.6 - it's all downhill from there. Assuming they did as they said they were going to, and write 1.6 with the mod api in mind. EDIT: To fix typo

Since the difference between the two is GregTech in one; and DartCraft in the other - why aren't you just switching between packs?

It can, yes. Any chunks not travelled into before will have a chance of a different biome. So you end up with these weird areas in a biome. I always called it biome tears.
