I believe the function just uses the TP command. I've not used ForgeEssentials but I've just quickly read the documentation for it and it looks like you need to give their group permission to ForgeEssentials.BasicCommands.tp

I know nothing about VeryGames (never heard of them before this thread), so I apologise if this is wrong, but looking on their site they offer FTP access. You could access this via FTP and just replace /games/minecraft folder with the stuff from the server zip file.
