You could give each one a separate Redstone energy cell and use a level emitter to enable/disable the power as required.

There's a lot of information in a thread here called "i did bee math", including a link to a spreadsheet that allows you to calculate how many frames to use in an alveary to maximise production.

How are you getting the steam to them? If liquiducts, you need 9 on the boiler and can then channel it down to one.
