You can edit config files. I'm not sure why it matters, though. It's configured this way so that you don't get different types of dust and ingots (which don't stack with each other and add hassle to processing and storage systems).

Is it the spawn area? Not sure how much of it, but spawn is always loaded, I believe.

I think this could be texture pack reheated, someone else had the same issue. To test it you could try putting some ore in to see whether it works.
