I simply tried to say that while gates and wires is an integral part of BuildCraft piping and therefore do not take up any extra block space or machine surfaces, Thermal Expansion would require more space...

    Is it better with power loss at the engines? TE dynamos will continue to use fuel even if there are no machines requesting power. They are heavily throttled, but if you want to stop them completely, you would still need some kind of signal line between the machines (or battery) and the dynamos...

    That is not correct. A Quarry that has stopped will use only 1 MJ/t. If it uses more we have a bug. If you let your engines run at full speed the power is consumed by the wooden pipe. The engine isn't throttled like you see with Thermal Expansion dynamos. You will have to explicitly throttle it...

    It's not impossible that BuildCraft get energy buffering of some kind. It'll probably be leaky as hell, but with the capability of smoothing out power production in systems with spiking demand. This is not a trivial thing though, so I'm not sure were we stand on this right now.
