Maybe I'm misunderstanding you, but when a block changes, only the 6 neighbors are notified. For drawing, I thought that each 16x16x16 minichunk was drawn individually (so it's not a whole chunk that updates, but a tiny display bit of that chunk).

Have you considered a simple RotaryCraft Boring machine? Horizontal quarry, stuffs whatever it finds into a chest or other item inventory system.
