I guess so. Still, you can make timer as long as you wish, as long you don't need to have number of ticks as prime numbers for some reason, by just stacking counters. And then just wire it up to some piston contraption for a nice show.

Bah, you can easily make long timer with PRC using Square Wave > Pulse > Counter. Maybe not the most elegant solution but it works.

MFR works in recent 2.5 version. I don't think 1.4.7 versions can harvest forestry trees though. Btw. how good is maturing trait on your trees?

As long single operation doesn't cost more than internal buffer of the machine, it will work on less voltage than required for constant work.
