I think that recipe has a minimum demonic will requirement as well as a consumption amount. To actually craft it you'll need to use a tartaric gem instead of using the will directly.

It works with most modpacks, though it requires Optifine which is known to cause rendering issues in some cases. Works fine most of the time, though.

Just fyi, that's a feature added by Quark, called rotation lock. You can find it in the keybinds. What it does is fix the rotation of stairs and the like
