I'm playing on a DW20 pack server, i have some problems: 1) I have quantum helmet, should my hunger bar drop ? Cause it drops normally, is there a config setting or what ? 2) It's raining every few minutes, we try to stop the rain with the rain maker, but ... 2-3 minutes later, rain start again

Because Minecraft with mods has crashes, and crashes do happen from time to time. So you will just have to wait

Lol, FTB has nothing to do with Bukkit... FTB runs on a vanilla server. If you want to make a Direwolf20 pack server, you'll start from the basic FTB pack, and add the mods from the Direwolf20 pack all by yourself. And of course, if you want it 24/7 you will need to set upa VPN.

It's stupid to disable chunk cloading for quarry's. It crashes the idea of a machine mining for you, you can't walk away from it cause it won't mine anymore. (if you don't have it near your house of course)

Are you keeping both the Minecraft and the FTB server up at the same time? Not that i'm an expert, but my noobness think that it might be the IP ... Like a VPN, running 2 servers ... it can't if they don't have different ports (in case it doesn't have multiple ip's)
