Agreed, it's the accessibility that's the problem. With the cheap recipes you can reach invulnerability extremely quickly. Shifting to a more expensive recipe is the way to go.

Advanced Clay Golems have the functionality that you need; not sure if anything else in the pack does. Slap the little bugger next to 3 marked chests, seeds/potatoes/carrots and tell him to keep 32 of each in the planter. Job done.

Small note on the GT MJ module; it's extremely energy inefficient. Industial Grinder uses 12,800 EU per ore or 12,800 MJ per ore with the module installed. Given that the common ration of MJ:EU is 1:2.5, that's an increase to 32,000 EU per ore. That's a lot to pay for a little convenience...

My main concern is that, even with the GT recipe adding the carbon plate requirement, they're still way cheaper than solar panels, and the removal of the fluctuation mechanic makes 'em very powerful indeed. No real biggee; if I don't like them I can just ignore them and pretend they don't...

Well, Osmium is the resource used in the Universal Electricity mods. Not sure what the Thorium/Plutonium ingots are for. Plates are a new component created with the plate bending machine (also GT). Lots of recipes got changed to require plates.

As far as we know, yep. It's in Ultimate/Mindcrack/Tech World now and I haven't heard anything about it being removed. It's not in Direwolf20/YogCraft/Magic World.
