That version will not work with MCPC+ as it's forge only. It's impossible (or very very difficult) to get bukkit & forge PEX permissions to work side by side. It might be worth asking Legobear if he's bridge will work with 1.4.7

I prefer MyTown because it's designed for Forge, not bukkit. So it already has an advantage of not relying on bukkit. It's designed exactly for forge servers and mods like IC2. I don't have any experience with Towny but I know that Grief Prevention doesn't work in Mystcraft worlds with MCPC+...

Be careful with TickTreading on Unleashed. It is very broken and nallar is no longer supporting it. It still makes a server run like nothing else but it introduces a plenty of new bugs.
