I'd go for 2GB too. We're running a 4GB server for a few more people and it's running great.

I can only talk about my own experiences.. But the mapwriter/opis mod makes my client lag. When I swtiched back to voxelmap, the client lag was gone completely. That's in de DW20 1.6.4 pack.

Is your chest touching the quarry block? If so, the quarry will also output directly to the chest, thus bypassing the filter on your pipe. Just guessing though, a screenshot would do wonders.

Correct :) The nobody online rule is per dimension so you could make the spawner in another dimension. But still, when someone goes to that dimension the 120 block rule applies again.

Just hook up a few precise import busses (and set them to stack mode) on the chest and you're set. You don't need different chests and all, I often run 4 quarries on one enderchest.

Funny, the problem you described was - for me - always caused by shift clicking. Since then I use normal items to make the patterns for ic2 stuff and have no issues at all! Anyway, glad it works for you.
