There are many different mods that allow ore doubling: Industrial Craft 2, Thermal Expansion, Applied Energisitics, Tinker's Construct, etc.; take your pick. Since FTB required an incredible amount of resources (far beyond that of vannilla) it is almost a requirement to have ore doubling.

No I have definitely noticed that all vanilla ores seem to spawn in much bigger clusters. I have found this to be true on the 1.1.3 and 1.1.4 versions of the pack.

Without changing thousands of block, mob, item, and biome id's it would be impossible. You would have to add EBXL in the back, and even if you managed to do all that all your RP2 stuff would be gone and you would not have the new world gen.

Just a tip When messing round with item id's, forge adds 256 to all the id's. For example (put misc. item here, i.e. jetpack) is set at id 1000 (in the config) it will actually load as 1256. This can be helpful when choosing new ids for items, and bugfixing what the item is actually loading as.
