Adding multiple dense ore pages will increase the amount of density (along with stability.) Adding more should help.

The omni-wrench no longer works on GregTech machines, however, GregTech adds four new wrenches: Iron, Bronze, Steel, and Tungstensteel. One of those should work.

There is no need to restart the server after editing player files. The server only loads them once the player has connected.
