There is a smeltery alloy recipe for that. Look up recipes for molten steel. Although it's not like it makes it too different, induction smelter isn't really that difficult to make and you can use pulverized charcoal to make steel in it.

Infinity's ore config doesn't have shiny ore. Your only option is getting it from ferrous ore. Pulverize redstone ore or gold ore to get cinnabar and put that in induction smelter with the ferrous ore and you get a shiny ingot from every ferrous ore guaranteed.

Yeah other mods kinda break the balance there. If you only had Tinkers' Construct the only way to get steel would be melting down full durability chain armor in the smeltery.

Check recipe/usage for any part or material and scroll to the page with material traits with the upper arrows. Then there should be a button to see "recipes" like there is for machines to see all materials.

I did say you can use shiny (platinum, whatever you want to call it), too. Costs you just one ingot, shouldn't be too difficult to get. Don't have to go to the Nether for that. Infinity doesn't have shiny ore in the Overworld but you get shiny from ferrous ore as a byproduct.

If you're going to waste the diamond to get mining level back you're better off with cobalt or shiny pickaxe head and one haste modifier. Gets you 18 speed with better mining level and durability overall, too.

The head overlay is way way older than just 1.7. Must be good 5+ years now. But for a mod that would enable support for 1.8 skins in older clients; I don't think anyone has deemed it important enough to make.

There is no way you can run Infinity with just that much RAM on 32-bit Windows. You should try Lite3 instead.
