Everything IS loaded 24/7. They mostly disappear after server restarts.- recon_

I had ClearLag on my server... Removed it and carts still disappeared. Also you can disable minecart removing in the config of CL.- recon_

Steve's Carts Tree Farm - despawning cart
I have the exact same issue on my server. It mostly happens after server restart so I guess the carts are loading too early and falling through the void.- recon_

Sorry but we can't accept people who are listed on http://whitelist.mcf.li/ Maybe you try to appeal on mcbouncer.com or on the server's page if that exists.
