I don't know for sure. The only time I have gotten the enchant was on boots of the traveler and that was at lvl 30. I have seen LPers get it on Axe of the stream ( lvl 30), as well as the sword (lvl 30). Think it might just be bad luck.

This is good to know, I haven't been regularly updating my packs because each time I do it breaks my worlds, removes additional mods I have added, and causes me to have to rework configs... This launcher has to be the least efficient in regard to updates... Totally redownloading the mod folder...

Be careful when using books on TC items. I have found that there are some enchants that generate an "Arithmetic" error and a crash to desktop when added. I think I tried to add a fortune enchant to a pick when it happened to me.
