I am wrong. all the steam calculations are done in mB and not in B. Multiply all storage from my math by 1000 as well as all durations. 1 bucket is 200 MJ, 16 is 3200 MJ you need 1000x fewer tanks. This makes it slightly better, but still abysmal.
