there is a rod of terra firma in botania that does this at a reasonably large distance around the player (very plainy with the original slope on the outside of the plain )
it is you are right its a special event needed for 1 "last"/exotic bit of progression ,but u can't do the progression unlock until after some pre-req progression

brutally efficient + good range and one shots its targets(almost 0 cooldown time between kills ) +wither boss counts as a valid target (i think it kills like a player becuase some of the drops seem player kill only) lastly i think its blast proof , it only wants rf or burnables for operation

at around y =160 a carbon rotor does produce on avg 100 eu/t(400rf/t) if u change over to using a kinetic generator after ur done with the tuning table (rain = +20% power output , thunderstorm = +50% instead of +20%) and it lasts for 168 hrs of play time before the rotor needs to be replaced ...
past a certain mek version its built into the hud of both producers and consumers , clicking the piece that says using/producing cycles the power unit displayed(i think this is changed across all mek stuff when cycled )

quite a nice set of videos shame some of the bits are outdated , most of it is still good . The only core bit that is quite wrong is how resonating aquamarine is made as in the structure he mentions is a requirement not a suggestion.
i think their is a similar scythe in exu2 and the sickles in thermal expansion can do around 7*7 for this type of thing to as well. there is also the botania things like the one mentioned above that can do so as well
doesn't quark add explosive arrows ? The crystals react to any dmg and detonate , this means explosion dmg will cause them to go bye bye(chaos guardian is a different story entirely)
