Few ppl reported problems with this quest. First of all make sure that u craft the one with BASIC machine frame, and that you actually CRAFT it (not cheat in from NEI for example because it'a a bit funky when comes to TE machines tiers). If that doesn't help just use "/hqm edit" to spawn OP...
