Looks like your roof is a checkerboard of control rods. The other picture shows you only have one column of fuel rods. Either build all the other fuel rod columns or swap out all the extra control rods from the roof.

One way is to open your game to lan and then enable cheats. The other is to change the NEI setting from global to world or vice versa and allow cheating from that interface, then you can use the NEI cheat or utility mode anytime you wish.
