It's called instability and you can disable it by modifying your own mystcraft config. Check the Mystcraft wiki for more information

Looks like Thaumcraft 3 is out: http://www.minecraftforum.net/topic/1585216-145-thaumcraft-300f-updated-3122012/ but it's released for 1.4.5. I assume that means it will have to wait to be included in FTB until FTB is updated to 1.4.5. Any word on that?

I have been trying to download the server for several hours now, but no luck.

The link has gone live and then dead several times today followed by an update. they are updating the server (almost certainly) and probably kill the old link and make a new one while they are doing that.
