If you want to make a server with all those mods included, make a private pack. Yes, it's a lot more work for the server admin, but you get a customized experience among other benefits.

Was able to download Unhinged at 3:23PM CDT, may be a new problem or just server overload. Edit: oh wait, DERP, you were going for Unleashed, which was having problems with some of the mods not downloading. :oops:
