Are you downloading the right game version? If you're downloading the 1.15.2 version it's not going to work on 1.12.2

You could download the mod from the CurseForge website here and manually stick it into your mods folder.

If you have a program that can open .jar files (7-Zip found here works really well. Looks like a sketchy website, but it's safe), then you might be able to edit the files of Ender IO to not have a blacklist on what it can spawn. Not sure where that'd be, just making it up off the head. Or you...
