Each fuel has a basic Fuel Value, which you can find in the "Recipes" config file. For example Ethanol, which is listed as 128 in the config, meaning 1 bucket (would be 1 item in the case of solid fuels) would give 128,000 EU. The Fuel Efficiency is a modifier, for example the Basic Diesel...

You can check the GT achievements for height levels. Getting a tin vein is EXTREMELY hard, I only got one after 10+ hours of exploring, you really need to look for Extreme Hills biomes, and only fully explore those. Copper can be either found in a Chalcopyrite vein, which is quite common...
