    Ok, so I found the problem. In 1.12.2 those perms belong inside permissions rather then in config. This (below) is what I have now, and it actually works! Also, if you edit ranks.json offline, upload it, and then do ftb reload on your server or console, then it also works perfectly fine. No need...
