You can find pools of it underground and on the surface of certain biomes. It's purple and if you touch it you'll get poisoned.
I'm not sure what the biomes are called that have them, but I remember 1 having a lot of dead trees (some sort of wasteland no doubt) and I've seen them in the mystical/magical/whatever groves as well (with the magic trees, witches and almost cyan/blue grass). I've also run into them underground where they seem to spawn regardless of biome. And finally I've run into them while digging in the Nether (at low levels).
