It'd take thousands of Lapis Lazuli per hour. Any sort of lag in your automation system will also turn the local environment into a radioactive crater, and that runs through lapis fast enough even AE's delays could be deadly.

It might be theoretically doable in a Creative environment, but even there it's wildly impractical. Condensors are almost never worthwhile.

so then all i need is a system to turn it off if there is any lag in the condensors

Two issues with this:

1.) You don't have enough plutonium.

2.) Your reactor will violently detonate after some time because even the tiniest possible time it takes to refill a condensator with zero lag will sometimes be enough to accrue a tick of heat from one cell. Your reactor has zero vents, therefore it will never dissipate any stored heat and just get hotter and hotter over time until it melts down in a blaze of glory.
