I'm little help for these issues, but I'm curious if the server is on a dedicated machine or being hosted on the machine you are playing from.

It is being hosted from my machine and we haven't tried putting it on anyone elses machine as i have the best machine by far.

Are you attempting to connect to your own external IP, or using localhost? I've read that can sometimes make a difference.

Edit: damn ninjas. :)

Just as a test, try connecting to 127.0.0.1. this should be the IP of your local machine (akin to localhost, but it's worth a shot).

I know you stated in OP that it is not firewall, but everything my Google-Fu has turned up on your issue ends up being solved by adjusting Windows Firewall settings. I would double check to make sure Java has proper permissions, both public and private.

Sorry to not be more help. Good luck.

It's a pretty pathological firewall setup that allows remote connections and denies local. None the less, if you have to setup port forwarding to get your friends to connect remotely then you are behind a NAT and the firewall offers very little actual security. So disable it and see if things change.

Otherwise, minecraft can get its networking in an invalid state that will prevent any connection connecting until it is restarted. So, you have restarted the launcher and MC instance? ;p
