The problem ended up being the host (beastnode), which blocked BukkitForge's attempts to download additional libraries. The solution was to set up the server's files locally and then upload them to the host.

Is there somewhere where I can find the actual version of Forge that is included in a given release? That is, in the Direwolf20 modpack? Found it Edited for clarity, then again because I answered my own question.
