Which mod was the slower startup with more tools?

There was a mod recently mentioned that, if I recall correctly, was one of Jaded's wishlist mods. It slowed down the beginning of the game, and added some new low-tech tools.

But I cannot find it. It's not TFC -- it's a forge compatible, works-well-with-others mod.

Anyone?
