If I remember correctly, both of those enchantments can be put on the wand of excavation. Treasure makes certain ores drop more items (kind of like fortune for vanilla tools) and frugal lowers the durability used on the casting wands while in use (Wand of excavation, wand of fire, wand of frost etc.) You can check your thauminomicon for details on them just in case I'm mistaken.
