Portal Spawners?

I'm trying to set up an elevator for a building in my server.

I want to use portal spawners but I am unsure if this would block other players from making their own portals?

yes it and mess with others. To my knoweldge the only player keyed portals are the bacon and potato guns. the rest are shared by everyone.
