My friend is making a modpack for a server and it keeps crashing from a ram overload. Could it be optifine eating ram because I have had people tell me it does.

People have very different results with Optifine; depending on
Minecraft version
Optifine version
Mods present
Without crash logs, or the above information there is very little we can do to help you.
Once I removed it it worked alot better so I'm just assuming it was doing something

how much ram does this server have. also do you have a mod list.
Optifine does not have support or supported by many mods. Some mods have even gone out their way to make sure it doesnt work.

no, Ticon was one. But besides that many mods have issues with rendering certain items and fluids with Optifine. Very few would recommend it when it comes to mod packs.
if its a 1.7.10 pack i suggest FastCraft and FogNerf as its replacement.

Edit: also you will need to allocate more Ram when playing modded. 2-4, dont use over 4.

for a server depending on the size of the mod pack, you may want 8GB if its a public server/whitelisted with 10 or more players.
If its just you and your friend, 4GB should be enough.
Also dont forget to edit your PerGen to 256
