Open Blocks Auto Enchantment Table - How's it work?

I got the liquid exp flowing into it, and the internal tank is filled up, but whenever I put a book, or weapon/axe in there it doesn't place any enchants until I turn the level down. What is causing this? I have it set to 30, but it won't place anything. (No bookshelves)

I also have a normal enchantment table down, but it won't place anything over level 5 or 6, and I got the book shelf's around it.

Please help.

It needs a minimum of 15 bookshelves, and shelves affect the auto-enchanter

I just moved the shelves and the internal tank doesn't have enough to hold 30 levels worth of xp. Heck, even with 30 levels on my person the normal enchanting table doesn't go beyond level 6 or 7. And that is with the shelves

No, I mean the actual SETUP(the bookshelves and positioning and whatnot)
